Berne L. Mosley is the founder and President of Energy Projects Consulting, LLC (EPC).


EPC provides consulting services to clients on the various aspects involved in the siting of energy infrastructure projects. These services would include, among other things:


  • guiding clients in navigating through the Federal and State permitting processes;
  • developing stakeholder outreach programs;
  • advising infrastructure project proponents on new and creative regulatory approaches; and
  • facilitating meetings, discussions and consultations between project developers and key decision makers in Federal and State government agencies. 


Mr. Mosley has provided, and continues to provide, consulting services to a wide variety of clients, including companies developing natural gas pipeline and storage projects, LNG import and export terminals, hydroelectric and gas-fueled power generation projects, compressed air energy storage (CAES) projects, and hydrogen pipeline transportation projects.


Previously, Mr. Mosley was the Deputy Director of FERC's Office of Energy Projects.  This Office is responsible for processing applications for the construction and operation of natural gas pipeline and storage facilities for interstate and foreign commerce, including liquefied natural gas (LNG), and licenses for non-federal hydroelectric projects, as well as managing the license compliance and dam safety programs. 


Prior to that role, Mr. Mosley was the Director of the Division of Pipeline Certificates. This division has the responsibility for managing applications for major infrastructure construction projects involving the transportation and storage of natural gas, along with the siting and authorization of import and export facilities, and for advising the Commission on engineering issues relating to: 


  • hydraulic analysis and pipeline flow modeling;
  • underground storage of natural gas; and, 
  • gas quality and interchangeability. 


Also during his tenure at FERC Mr. Mosley served as lead or co-lead of several high-profile efforts:


  • Southwestern Gas Storage Task Force (Team Lead) 2012
  • Shale Gas Joint Task Force with Interstate Oil & Gas Compact Commission (FERC Lead)  2009 - 2012
  • White House’s Interagency Task Force on Carbon Capture and Storage (Co-FERC Lead) 2010
  • Interstate Oil and Gas Compact Commission Official Representative (FERC Lead) 2003 - 2009
  • White House’s Subcommittee for Disaster Recovery (FERC Lead) 2004 - 2009
  • Technical Pipeline Safety Standards Committee (FERC Lead) 2005 - 2008
  • FERC’s Gas Quality and Interchangeability Task Force (Team Lead) 2006
  • Post-Katrina / Rita Partnership with DOE for Hurricane Preparedness (FERC Lead) 2006
  • Staff Task Force on Underground Natural Gas Storage Issues (Team Lead) 2004
  • Annual Staff Report on Gas Research Institute’s R&D Funding Request (Team Lead) 1995 - 2004
  • FERC’s Diversity Council (Lead for Office of Energy Projects) 2000 - 2002


Mr. Mosley has also served as an author and/or peer reviewer of such publications as the Ground Water Protection Council and Interstate Oil and Gas Compact Commission joint report Underground Gas Storage Regulatory Considerations: A Guide for State and Federal Regulatory Agencies (May 2017), and the California Council on Science & Technology report Long-Term Viability of Underground Natural Gas Storage in California An Independent Review of Scientific and Technical Information (January 2018).


In addition, Mr. Mosley is a sought-after expert witness in energy related proceedings, having provided testimony, or expert reports in several Federal and State matters.


Mr. Mosley is a graduate of Auburn University with a Bachelor of Science Degree in Civil Engineering.
